Serves as AST, Software Systems (Computer Engineer) responsible for web page, application development and customer support in the Information Technology and Communications Services (IT) Directorate, Application Engineering and Operations Branch (IT-C2) at Kennedy Space Center (KSC), Florida.

The duties described below are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

Serves as AST, Software Systems (Computer Engineer) responsible for web page, application development and customer support.

Establishes and implements the policies, processes, requirements, and standards that will effect and govern planning, architecture, acquisition, design, development, management, security, utilization and measurement of IT systems.

Works with technology developers, users, operators, and management to determine what needs to be accomplished in support of assigned projects and to improve NASA's information technology tools and capabilities.

Serves as an engineer integrating technical and operational requirements. Participates in hands-on Microsoft .NET Framework using C# programming language in development and implementation activities in preparing and presenting technical and status briefings.

Serves as a data systems technical specialist in the test, checkout, and readiness of flight, ground, or data systems or equipment that involve new concepts and new and varied requirement problems.

Requires knowledge and understanding of the concepts and principles of computer engineering to resolve novel or obscure problems; extend and modify techniques; develop new approaches that guide other engineers who solve a variety of technical problems; and/or apply new, innovative, or experimental engineering theories, developments, or practices to problems or studies not susceptible to treatment by acceptable methods.

Applicants must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position as described above.

In addition to the Basic Education Requirement, applicants must meet one of the following requirements:

a. One year of specialized experience in an appropriate field at least equivalent in difficulty and responsibility to GS-9 level work in the Federal service; or b. Completion of all requirements for a doctoral degree (Ph.D. or equivalent) in an appropriate field; or c. Completion of three full academic years of graduate education in an appropriate field; or d. An equivalent combination of experience and graduate education.

One year of specialized experience:

Experience working with IT applications developing tools and computing systems. Evaluating and testing the design of IT applications and systems. Building applications using web frameworks and technologies such as .NET, MVC, C#, C++, Angular, JavaScript and Bootstrap.


Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

Degrees in engineering technology are not considered to be qualifying for this position.
