DIVISION OF EMERGENCY MANAGEMENT:

The Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The division prepares and implements a statewide Comprehensive Emergency Management Plan, and routinely conducts extensive exercises to test state and county emergency response capabilities.

The division is the state's liaison with federal and local agencies on emergencies of all kinds. Division staff members provide technical assistance to local governments as they prepare emergency plans and procedures. They also conduct emergency operations training for state and local governmental agencies.

After a disaster, the division conducts damage assessment surveys and advises the Governor on whether to declare an emergency and seek federal relief funds. The division maintains a primary Emergency Operations Center (EOC) in Tallahassee. The EOC serves as the communications and command center for reporting emergencies and coordinating state response activities. The division also operates the State Warning Point, a state emergency communications center staffed 24 hours each day. The center maintains statewide communications with county emergency officials.

OUR MISSION:Working together to ensure that Florida is prepared to respond to emergencies, recover from them, and mitigate against their impacts.

NOTE: Preference will be given to an Applicant whom resides in, or have the ability to relocate to the region in which this position is identified and if the selected applicant needs to relocate, the selected applicant will be responsible for the expense of relocating.

JOB DESCRIPTION:

Provides technical assistance to county emergency management organizations and personnel concerning emergency management activities, and coordinates response to and recovery from emergencies and disasters; and serves as a liaison between the Division of Emergency Management and other local, state, and federal agencies to ensure all related emergency operations plans are functional in the event of an emergency or disaster and in compliance with federal emergency management guidelines.

The Regional Emergency Management Coordinator travels to local government agencies to provide guidance in implementing and evaluating emergency management objectives, participates in on-site implementation of operational plans during emergencies and disasters, and coordinates emergency or disaster response and recovery efforts.Provides information and technical advice to local and state officials concerning emergency and disaster programs and planning to ensure compliance with all programs relating to preparedness, response, recovery and mitigation.Coordinate, facilitate, and conduct in-service training, seminars, briefings, and workshops as necessary.Provides assistance to local emergency managers in the development and completion of disaster exercises.Responds to emergency or disaster incidents to evaluate the situation and determine the proper response and provide situational awareness to the State Watch Office, the State Emergency Operations Center and the State Emergency Response Team Chief as necessary.Serves as the state government liaison during the initial operation period of a disaster response.Assists in coordinating post-disaster assessments to support the gathering of data necessary to request additional state and federal support.Conducts assessments of the county capabilities that are identified in their Comprehensive Emergency Management Plans to ensure that they have the ability to carry them out prior to, during and following an emergency or disaster event.Conducts quarterly regional emergency management meetings with County EM staff and other partner agencies.Regular contact with county emergency managers to provide support and assistance in the administration of emergency management programs and with the public to answer questions, provide disaster preparedness information and promote emergency management; and regular contact with other county, tribal and federal partners to provide or receive information.

Performs other work as assigned and directed.

KNOWLEDGE, SKILLS AND ABILITIES:

Applicant should have knowledge of the organization and functioning emergency management programs at the Federal, State and local levels in context with the National Planning Frameworks and the National Incident Management System (NIMS).

Applicant should have knowledge of the basic management principles and practices.

Applicant should have knowledge of the State of Florida and local Comprehensive Emergency Management Plans.

Applicant should have the ability to conduct training sessions and to hold and conduct meetings.

Applicant should have the ability to work independently and remotely without direct supervision.

Applicant should have the ability to evaluate emergency situations and assess needs.

Applicant should have the ability to communicate information in a clear & concise manner, both orally and in writing, with senior level officials at State, Federal and local governments and non-governmental and voluntary organizations having responsibilities in emergency management.

Applicant should be proficient in computer usage and the use of Microsoft Office Software such as Excel, PowerPoint, Word and Outlook or other similar software types.

Applicant should have the ability to travel frequently and to work irregular hours including nights, weekends, and holidays in response to emergency events.

SPECIAL NOTE:

In response to emergency events, Division of Emergency Management employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.
